Touhou Universalis Victoria Edition — Steam header artwork
The mod on the Steam Workshop.

The biggest thing I have ever made. A total conversion for Paradox's Victoria 3: a new world, new rules, new characters — nearly everything the game ships with gets replaced or extended. It is a port of the Touhou Universalis total conversion (made for Europa Universalis IV by the original team) to Victoria 3, done with their blessing.

The premise the whole mod is built around: the barrier between Gensokyo and the Outside World is broken. Humans keep inventing, keep evolving — and the Youkai, who once fed on fear, now have to hunt or hide. Victoria 3's systems of ideologies, inventions and globalization fit that premise like a glove, which is why this port exists.

01What the mod adds
  • A new Gensokyo region in the Pacific — around 500 new states, with its own culture and religion maps ported from the Big Gensokyo map.
  • Over 180 Touhou characters, each created and assigned to a nation one by one, each with a unique trait and an ideology that tries to represent the character faithfully.
  • ~50 playable nations at start plus formable ones; Touhou cultures and Touhou religions.
  • Characters sit in the government as interest-group rulers — Remilia as ruler, Meiling over Armed Forces, Patchouli over Intelligentsia — so pulling a favourite character to the ruler seat changes how the nation plays.
  • Exiled agitators (characters thrown out of their nations) can be invited back, given to armies, or placed into interest groups — even nations with no Touhou cast get a story.
  • ~30 Touhou companies with named executives, unique prestige goods and mechanics (Alice's Doll Theater produces Explosive Dolls; the World of Ice and Snow can be turned into a country of its own).
  • State traits (Sanzu River, cave formations, the ruins of Makai…), resource and arable-land maps, power blocks, nation-specific laws, Touhou loading screens.
  • A finished branching incident — Incident 13.5, Hopeless Masquerade — with a video intro, multiple routes, and reactions between Shinkirou, Myouren Temple, Senkai and Chireiden.
  • A Korean translation integrated into the mod.

Dev Diary 01 · 04.02.2026 — “The Map”

Hi everyone! This will be the first dev diary of Victoria 3 version of Touhou Universalis. Victoria 3? This is probably not the game everyone is waiting for but in my opinion this is a very good game for recreation of Gensokyo with a good gameplay.

When humans invented new things and gained technology, they stopped fearing the Youkai. Gensokyo we all know created for Youkai to continue living by spreading fear to humans. If there was a barrier blocking people from the outside and stop the spreading of the technology, youkai will continue to live on right? But what if the barrier is broken?

Now the barrier is not there, humans are again inventing new technologies and overcoming their fear of Youkai. Victoria 3 is about something like this too. Ideologies, inventions, globalization. In a world evolving, Youkai will not wait while the barrier is broken. Instead they will start to actively hunt on humans to inflict more fear. While the humans must unite more and stay together to stay alive.

Will the Youkai win against the rapidly evolving world around them or will the humans take the leashes on their hand and be their masters? This is what I wanted to do when I started this mod. It's still on the development but what you will see is Youkai trying to protect themselves from extinction.

It is the Big Gensokyo map on Victoria 3! The map is not like on the Big Gensokyo map as I moved it a bit right to the America. In Big Gensokyo map there was a connection on Kamchatka to Makai but I removed it. I wanted Gensokyo to be isolated a lot as in this game European Powers (especially British) are attacking to gain colonies.

I recreated the Terrain map as I couldn't find a way to port it to Victoria 3. So the quality is not good as the original one. Also my computer is not good enough to handle better graphics so I made it on the low quality.

Below there is potential iron, coal, wood and coffee production map. Greener the map, more resource there. Especially you can see Chireiden, Tengu Realm and Moon is producing a lot of iron. But let's look at the third map, the wood production. Now things are not looking bright for Chireiden, Moon and Makai. Look at the Youkai Forest and Forest of Magic, they have a lot. You must fight for the resources.

Some resources are not right available at you. You will either trade them or get them with force. One example is coffee — you can only build these according to your total arable land. Every Chireiden state has about 5 to 10 arable lands which means you can only build 5 livestocks to get meat in nearly every province. Starving people and rebellions. You can use this coffee production to your advantage. If you are Scarlet Realm you can be the coffee producer of Gensokyo and they will need to buy from you.

And we have state traits. Sanzu River increases the infrastructure of the state and increases the market access of that provinces. There are lots like them in the map, some of them are only available at a certain place. Their special terrains affect the combat width, casualty rates and things like that.

It's the end of this dev diary, thank you for reading it. None of the countries have any mission trees yet, it will take time to do some missions for all of them. So I will appreciate any help.

Dev Diary 02 · 16.02.2026 — “Characters, Governments & Agitators”

After the previous dev diary, I finished some of the icons and country flags. In this dev diary we will look at characters, their traits, interest groups and some gameplay features.

Mod will feature all of the characters we love from Gensokyo. Every character from Touhou games, mangas and light novels are in the game. Country rulers are the same from original Touhou Universalis but in this game other characters affiliated with the ruler are in the government as interest group rulers which will change the gameplay a lot. Example in the Scarlet Realm government tab: Remilia as ruler with royalist ideology, Meiling in Armed Forces, Koakuma in devout, Patchouli of intelligentsia, Flandre at Petite Bourgeoisie, Sakuya at Industrialists.

I tried to assign every character an ideology that will represent the character best so I think it will also be fun to roleplay as choosing a character and trying to play with the laws they want instead of always trying to optimize the best gameplay. All of the characters are accessible and playable with unique traits for every character. I assigned the traits one by one.

Myouren Temple is probably the nation with most Touhou characters in it with Makai and Scarlet Realm coming second. But what about nations with non-Touhou interest group rulers? That's where agitators get the role. Agitators are mostly interest group rulers that are exiled from their nations — Zanmu, exiled by Eiki, looking for a nation to start the liberal movement. You can invite them to your nation, give them to your armies, or if you can do it, get them into your interest groups. That's the best part of it.

Power blocks in the game look very good I think. Unlike vanilla Victoria 3, being able to recognize the characters makes the gameplay more Touhou. Reimu joined British power block at start but then joined to Marisa. It was fun to see Reimu standing near Queen Victoria. They probably donated a lot to the Hakurei Shrine to get Reimu.

Dev Diary 03 · 30.02.2026 — “Companies”

This dev diary will not be much long because a new DLC for Victoria 3 came out 2 days ago and it broke a lot. To be honest I am surprised that mod launched without a crash after a DLC, so I took some images for this dev diary. This dev diary will be a short dev diary only about companies.

Companies in Victoria 3 are a good way to increase the economy. There are about 30 companies currently in the mod. In Suzunaan you can see Kosuzu as the executive of the Suzunaan. Suzunaan build or buys every paper mill in your country. If Suzunaan becomes prosperous by increasing the paper mills and the productivity of paper, it enables the prestige good “Books From Outside World” which increases productivity of places that use papers and gives +30% technology spread. Most companies have unique prestige goods and executives. You can also make them colonize, get land and become your colony company. This is a way to get World of Ice and Snow as a vassal.

Dev Diary 04 · 27.06.2026 — “Incident 13.5 · Hopeless Masquerade”

Hello! Nearly 2 months passed after the last dev diary. Mod was playable at 1.12 but after the 1.13 update sea nodes are broken. Modifying any sea node that is connected to the Bering Sea node and West Polynesia Sea node is crashing the game. I tried different ways but couldn't find a solution for it. Until it is fixed, I will work on incident mechanics.

First of all thanks to MrCharon for the Korean translation! We now have a Korean translation for the mod integrated to it. If someone wants to make a translation for another language you can ask to me and I can send the localization files.

About the companies — all of the executives are fixed. No longer companies will have generic executives at the start. All companies will have their Touhou characters and executive modifiers. Their prestige goods now have images. Alice's Doll Theater company now produces Explosive Dolls as prestige goods if the company is prosperous. Sanzu Transportation will use ferries instead of trains. World of Ice and Snow doesn't have a prestige good but if you conquer the Siberia or Alaska, you can turn the company into a company country — it has a unique mechanic for it.

Countries currently doesn't have laws unique to Gensokyo, but every nation has laws according to how I think they will rule their nation. Mayohiga has serfdom, closed borders and an isolated trade, but has diplomatic fleet, debt slavery and colonial exploitation — a colonial nation that doesn't trade but acquires goods by colonization and slavery. Lunarians are nearly like that but more closed, with national supremacy and secret police; they will try to colonize the uninhabited parts of the moon after the Legacy of Lunatic Kingdom incident.

Incident 13.5 is finished! The incident will start with Kokoro trying to find the mask. In the incident Koishi stoles the mask so there will be an event for the Chireiden. Satori can choose to give the mask back or not, with different outcomes. There are different ways to end this incident — you can use Senkai for your objectives, make an agreement with Myouren Temple, change your religion to Buddhism to find the inner peace. Senkai and Myouren Temple choose what to do according to the stance Shinkirou takes, and the situation can escalate to a war. Shinkirou is the first full run I did at this mod and it is a fun nation to play strategically.
